    The role of the state and self-regulation in journalism: the balance of power in Portugal

    Publicação no prelo.It is widely accepted that journalism plays a relevant role in forming the concepts, images and belief systems used to interpret the world. There is a strong dispute however as to the best approach to ensure the positive functions of this performative role and to reduce the negative social consequences of journalist’s actions and omissions. Though in different ways, media regulation is expected to raise journalistic standards and therefore to contribute to the expansion of public and private media social responsibilities. Quite frequently the opposition between journalistic duties and obligations, on the one hand, and media freedom, on the other hand, has been dichotomized as if both dimensions were not constitutive of democratic societies. Commercial media companies tend to argue for more autonomy in order to pursuit their business objectives, suggesting that the market is the most adequate regulatory mechanism. Differently, other social actors have been defending a progressive sophistication of regulation, particularly state-centred, as a last resort to ensure fundamental values in an increasingly commercially-driven environment. Though the balance of power between state-centred regulatory bodies and professionally-based mechanisms differ quite considerably from country to country, the overall regulatory construct is designed to induce change in the name of the ‘public interest’ and it is the ongoing result of different (often conflicting) views regarding the role of the state in society. This article focuses on the intricate regulatory mechanisms of the journalistic profession in Portugal. It presents the main traits of the legal apparatus relevant to the journalistic activity, the state media regulatory entity (ERC- Entidade Reguladora para a Comunicação Social) and the diverse journalistic self-regulatory instruments, namely newsroom councils, internal codes, newsroom stylebooks, the journalistic deontological code, the deontological council, ombudsman and media criticism. Analysing the journalistic regulatory apparatus and its historical development, this chapter argues that general interest values cannot be guaranteed by a single regulatory body, legal setting or individual action. Indeed, the Portuguese case shows that, despite the prominence of state media regulation, the efficiency of the system depends on the overall functioning of the entire regulatory construct. Professional self-regulation and citizens’ participation are perceived as indispensable pillars in the development of a responsible and accountable media culture

    Avaliação da Qualidade. Estudo percetivo da qualidade e satisfação em Radiologia

    Considerando o panorama atual de valorização progressiva da qualidade, os processos de avaliação da mesma constituem-se como uma parte essencial e importante no sucesso das estratégias organizacionais. Tendo como objetivo a avaliação da satisfação e da qualidade percebida pelos utilizadores de um serviço de Radiologia, realizou-se um estudo de caso, descritivo-correlacional, desenvolvido numa abordagem quantitativa, com recurso ao inquérito por questionário, cuja base de conceção partiu da escala Servperf. Identificaram-se como pontos fortes aspetos da interação dos Técnicos de Radiologia com os utilizadores do serviço e como fragilidades aspetos do acesso, contacto e tangibilidade. Todas as dimensões em estudo apresentaram índices de satisfação superiores a 85%, obteve-se um índice de satisfação global de 89,2% e a grande maioria dos inquiridos manifestou quer intenções de retorno, quer intenções de recomendação do serviço. Pode concluir-se que a apreciação do serviço, por parte dos inquiridos, é bastante positiva, podendo considerar-se, pelo índice de satisfação global obtido, um patamar de “satisfação total” com o serviço estudado

    Grau de deterioro cognitivo em idosos numa instituição de longa permanência

    Este estudio tiene como objetivo caracterizar el grado de deterioro cognitivo debido a las diferentes variables socio-demográficas de 37 ancianos residentes en instituciones de larga estancia. Según los datos recogidos, y en espera de sacar las alternativas que puedan ayudar a mejorar las intervenciones de diseño para la prevención y promoción de la salud y el bienestar de esta población. Con el fin de cumplir los objetivos contenidos, se usa el cuestionario socio-demográfico y el Mini Examen del Estado Mental (MMSE). A pesar de que en los resultados, sólo se evidenciaron diferencias estadísticamente significativas en el nivel de deterioro cognitivo en los analfabetos y en una correlación negativa entre la edad. Los resultados indican una tendencia hacia un mayor grado de deterioro cognitivo en el género femenino, en los de un estado socioeconómico bajo o muy bajo, en el tiempo de institucionalización más largo, en los no participan en actividades sociales, culturales y de entretenimiento, en los participantes que dependen de las actividades de la vida diaria (ADL), en los participantes que no mantienen un contacto frecuente con sus familias, menor frecuencia de visitas recibidas y los que no tiene amigos dentro de la institución . Por lo tanto, se concluye que la edad avanzada y el analfabetismo son identificados como posibles factores de riesgo del deterioro.cognitivo en esta muestra de ancianos institucionalizados, siendo estos resultados de acuerdo con la literatura.This study aims to characterize the degree of cognitive deterioration due to different socio-demographic variables of 37 elderly residents in long-stay institutions, where, upon the data collected, we hope to draw implications that may help to better design interventions for the prevention and health promotion and well-being of this population. In order to meet the goals outlined it was used in addition to sociodemographic questionnaire and the Mini Mental State Examination (MMSE). Although the results only evidenced statistically significant differences in cognitive deterioration level at illiterate and a negative correlation between age, the results indicate a trend towards a higher degree of cognitive deterioration between the female gender, low to very low socioeconomic status, longer institutionalization time, the non-participants in social, cultural and entertainment activities, participants dependent on activities of daily living (ADL), participants who do not maintain frequent contact with their families, lower frequency of visits received and those who don’t have any friends within the institution. Thus, it is concluded that older age and illiteracy are identified as possible risk factors of cognitive deterioration in this sample of institutionalized elderly, being these results in accordance with the literature.Este estudo tem como objetivo caracterizar o grau de deterioro cognitivo em função das diferentes variáveis sociodemográficas de 37 idosos residentes numa instituição de longa permanência, em que, mediante os dados recolhidos, esperamos retirar implicações que possam ajudar a melhor desenhar as intervenções para a prevenção e promoção da saúde e bem-estar desta população. De modo a dar resposta aos objetivos delineados, utilizou-se para além do questionário sociodemográfico o Mini Mental State Examination (MMSE). Embora os resultados só tenham evidenciado diferenças estatisticamente significativas ao nível deterioro cognitivo em analfabetos e uma correlação negativa entre a idade, os resultados indicam uma tendência para maior grau de deterioro cognitivo entre o género feminino, estatutos socioeconómico baixos, maior tempo de institucionalização, ausência de participação nas atividades socioculturais e de entretenimento, participantes dependentes na realização das Atividades de Vida Diária (AVD´s), participantes que não mantêm contato frequente com os seus familiares, menor frequência das visitar recebidas e o facto de não ter amigos dentro do Lar. Assim, conclui-se que a idade avançada e o analfabetismo são identificados como possíveis fatores de risco no deterioro cognitivo desta amostra de idosos institucionalizados, estando estes dados em concordância com a literatura consultada.peerReviewe

    Development and analysis of an open-source platform to simulate electric vehicle charging needs

    There is the need to improve the charging process of EVs. In order to do that, the field of smart-charging and smart-charging algorithms emerged. Nevertheless, the studies involved in this field are complex, expensive, and risky, leading to a need for prior simulations to analyze/predict the integration of EVs in the electrical networks. There have been some solutions to solve this problem. However, they consist of either academic, proprietary, or limited/rigid solutions. On that account, in this thesis, we have presented a solution that provides a handy and intuitive tool for the researchers to simulate these scenarios with a decoupled and flexible simulation system. Its decoupled architecture is accomplished by adopting open design approaches and the concept of containerized micro-services, easing up the process of maintaining/extending it and providing high scalability. This solution was evaluated in three assessments: migrating it to a remote production system, giving an external developer the task of enhancing a given data model, and integrating this system with an external one. This solution delivered good results in these three tasks. All in all, this solution was motivated by the good aspects of some solutions found in the related work (and improving some of them), it fulfilled its objectives, and it solved the stated problem. At the moment, this solution is already up and running on a production system while also being consumed externally

    Natural Transmission of Information Extraction Results to End-Users - A Proof-of-Concept Using Data-to-Text

    Information Extraction from natural texts has a great potential in areas such as Tourism and can be of great assistance in transforming customers\u27 comments in valuable information for Tourism operators, governments and customers. After extraction, information needs to be efficiently transmitted to end-users in a natural way. Systems should not, in general, send extracted information directly to end-users, such as hotel managers, as it can be difficult to read. Naturally, humans transmit and encode information using natural languages, such as Portuguese. The problem arising from the need of efficient and natural transmission of the information to end-user is how to encode it. The use of natural language generation (NLG) is a possible solution, for producing sentences, and, with them, texts. In this paper we address this, with a data-to-text system, a derivation of formal NLG systems that use data as input. The proposed system uses an aligned corpus, which was defined, collected and processed, in about approximately 3 weeks of work. To build the language model were used three different in-domain and out-of-domain corpora. The effects of this approach were evaluated, and results are presented. Automatic metrics, BLEU and Meteor, were used to evaluate the different systems, comparing their values with similar systems. Results show that expanding the corpus has a major positive effect in BLEU and Meteor scores and use of additional corpora (in-domain and out-of-domain) in training language model does not result in significantly different performance. The scores obtained, combined with their comparison with other systems performance and informal evaluation by humans of the sentences produced, give additional support for the capabilities of the translation based approach for fast development of data-to-text for new domains

It describes the motivation that induced its implementation, advantages for users and for all those whom the system serves. Some of the systems functionalities will be presented, along with a description on how to use them. Finally, the current status of the system - as it is being used by the University of Aveiro - will be presented, with the addition of an explanation on how this system helps in the creation of mechanisms that enable the adaptability and flexibility of systems to improve the scientific community dynamics
